Collin County
Northeast Freeway
FROM SH 121 TO THE
FUTURE US 380 FREEWAY

Study Overview
Collin County is studying a proposed new-location freeway that extends from State Highway 121(SH 121) to the future U.S. 380 Princeton Freeway, covering approximately 10 miles.
The County aims to identify and preserve the corridor needed for the Collin County Northeast Freeway (CCNEF).

Study Approach

FEASIBILITY STUDY
& SCHEMATIC DESIGN
Efforts focus on analyzing traffic, drainage and safety conditions and developing potential Corridor Alignment and schematic design.

ENVIRONMENTAL STUDIES
Collin County will evaluate environmental constraints, review ongoing and planned land use developments, and prepare environmental studies.

STAKEHOLDER OUTREACH
& PUBLIC INVOLVEMENT
Coordination with residents, cities, and other stakeholders will be conducted to help determine future transportation needs in the study area.
Building off Previous Efforts
Input received from previous studies is carefully considered when developing the plan for future roadways in the county.
During public involvement efforts of the Future Mobility Study, the study team met with city and county representatives in the study area, engaged more than 2,300 people, and received over 230 survey comments.
Nearly half of survey respondents
of 233 survey respondents are somewhat or very supportive of building a freeway regardless of the alignment.
Half of Survey Respondents
listed Traffic Congestion as their top concern.
Half of the city and county representatives
that responded to the survey selected rapid growth as the most likely to occur in the study area and 20% selected exponential growth. Only 5% of survey respondents selected slow sustained growth.

Public Involvement
Public input is critical to this project.
Your feedback will be used to help identify constraints and concerns in the study area. Comments from the public will also be considered as modifications continue to be made to the alternatives under consideration.
Provide input during public meetings and review meeting materials through our Public Meeting Portal.

Adjacent Projects
CCNEF seeks to provide interconnectivity throughout the corridor.
While the Collin County Northeast Freeway is an independent project, it is also part of a larger system of proposed freeways that will link together to form corridor connectivity across many counties.
The study is taking into consideration many planned and existing facilities to maintain and enhance mobility. Collin County and TxDOT have several planned improvement projects in the study area in various phases of planning and construction.

data collection & analysis
The CCNEF study is collecting data on current road conditions and identifying key challenges to better plan for future mobility and connectivity across the corridor.

Considering the Collin County Thoroughfare Plan Update
Data Analysis will be made available and updated regularly on our Helpful Info page.
Planning for Our Future
Collin County is one of the fastest growing counties in the state and nation. In 2019, it was estimated that 80 new residents moved to Collin County each day.
Traffic in the Collin County Northeast Freeway area is rising faster than the statewide average from TxDOT data.
The study area includes major roadway networks, rapidly expanding communities, and critical utility infrastructure.
Public Involvement, Collecting data on existing conditions, and identifying major constraints will help inform future planning efforts and highlight both opportunities and challenges in the study area.
